कोई दो साल पहले एसोचौम ने एक सर्वे कराया था, जिसमें पाया गया कि निम्न और मध्यम आय वाले 70 प्रतिशत भारतीय परिवार अपनी कमाई का 30-40 फीसदी तक हिस्सा बच्चों की शिक्षा पर खर्च करते हैं। चार सदस्यों वाले, 90 हजार से दो लाख तक सालाना कमाई वाले को निम्न और दो से पांच लाख की कमाई वाले को मध्य आय वर्ग वाला परिवार माना गया। 2015 में भारत में निम्न और मध्य आय वाले परिवारों की संख्या 15 करोड़ के आसपास अनुमानित थी। शिक्षा इनकी सबसे बड़ी आकांक्षा है। इसके लिए वे अपनी सुविधाओं में हर तरह की कटौती करते हैं। लेकिन इसी शिक्षा के लिए भारत सरकार अपने बजट में मात्र 3 पर्सेंट का प्रावधान करती रही है।
यह जन आकांक्षा और सरकार की आकांक्षा के बीच की खाई है। हालांकि इस साल मार्च में तत्कालीन मानव संसाधन मंत्री प्रकाश जावड़ेकर ने एक समारोह में कहा था कि शिक्षा के लिए आबंटन बढ़ाकर 4.6 फीसदी कर दिया गया है। लेकिन 2014-19 के बीच इस मद पर जो बजटीय आबंटन हुए, उनमें से 4 लाख करोड़ रुपये खर्च नहीं किए जा सके। सेंटर फॉर मॉनिटरिंग इंडियन इकॉनमी (सीएमआइआर) का आकलन है कि सरकार की ओर से शिक्षा के लिए किए जाने वाले खर्च में पिछले पांच वर्षों में कमी आई है और खर्च न हो पाने वाले आबंटित धन का अनुपात बढ़ा है। हमारी स्कूली शिक्षा की हालत दयनीय है। बारहवीं पास कर निकलने वाले छात्रों में से बहुत कम ऐसे होते हैं, जो किसी भी एक भाषा में एक आवेदन पत्र तक ढंग से लिख पाएं। हमारा पाठ्यक्रम उन्हें रट्टू और अव्यावहारिक बना रहा है। उन्हें जो सिद्धांत पढ़ाए जाते हैं, उनका व्यावहारिक प्रयोग नहीं सिखाया जाता। पाठ्यक्रम नियमित रूप से संशोधित नहीं किए जाते।
कौशल आधारित शिक्षा का अभाव तो है ही, सामान्य पारंपरिक विषयों के लिए भी अच्छे शिक्षक उपलब्ध नहीं हैं। शिक्षकों को नियमित पेशा प्रशिक्षण नहीं दिया जाता। नजदीकी स्कूल में दाखिला मिलने की कोई कारगर व्यवस्था नहीं है। शिक्षा के भाषाई माध्यम और अंग्रेजी से जूझने का सिलसिला भी पहले की ही तरह जारी है। ग्रामीण छात्रों के अंग्रेजी विषय में प्राप्त होने वाले अंकों का विश्लेषण करें तो इसकी गंभीरता समझ में आती है। इन सब का निदान सिलेबस में नैतिकता का पाठ जोड़ने या इतिहास का पुनर्लेखन करने से नहीं होगा। इसके लिए शैक्षिक ढांचे और व्यवस्था में बुनियादी बदलाव लाना होगा।
बीते साल यानी 2019 में सीबीएसई से लगभग 10 लाख 80 हजार बच्चे बारहवीं पास हुए। इसी तरह 2018 में लगभग 9 लाख 84 हजार, 2017 में 9 लाख, 2016 में 8 लाख 87 हजार और 2015 में साढ़े आठ लाख 12वीं पास कर निकले। यही है नौजवानों की वह आबादी जिसे हम राष्ट्रीय गर्व का विषय मानते हैं। लेकिन ये नौजवान बारहवीं पास करने के बाद करते क्या हैं? या तो ऊंची पढ़ाई के लिए कॉलेजों में दाखिला लेते हैं या जीविका के लिए कोई काम-धंधा करते हैं। राज्य शिक्षा बोर्डों से उत्तीर्ण होकर निकलने वाले छात्र अलग हैं। यहां हम इन छात्रों के रोजगार पर तो नहीं, लेकिन आगे की पढ़ाई की स्थिति पर नजर डालते हैं।
एसोचौम की एक रिपोर्ट के मुताबिक देश में लगभग साढ़े पांच हजार बिजनेस स्कूल हैं, जहां से निकलने वाले 93 प्रतिशत एमबीए अपनी डिग्री के अनुरूप नौकरी पाने के काबिल नहीं होते। वे खुले बाजार में 8 से 12 हजार रुपये की सैलरी पर काम करते हुए मिलते हैं। जिन बिजनेस स्कूलों में उन्हें पढ़ाया जाता है, उनमें से लगभग 220 संस्थान हर साल बंद हो जाते हैं। इंजीनियरिंग और तकनीकी शिक्षा देने वाले छह हजार से ज्यादा सरकारी संस्थानों में तीन करोड़ से ज्यादा युवा पढ़ाई करते हैं। ऐस्पायरिंग माइंड नामक एक संस्था ने यहां के इंजीनियरिंग कॉलेजों से डिग्री लेकर निकलने वाले डेढ़ लाख स्नातकों पर एक अध्ययन आयोजित किया और पाया कि उनमें से सिर्फ 7 फीसदी ही नौकरी के लायक थे।
